Areas of Focus

David specializes in the Venezuelan oil, gas and power markets, providing industry players with information on project opportunities, industry operations, political and economic risk, financing, and business to government relations.  He has been a resident of Venezuela for seventeen years, during which time his primary focus has been on the country’s oil and gas industries, providing analysis and marketing services for multi-national energy developers, oil service companies, foreign governments and private financial institutions.

David founded IPD Latin America in 1999 with the launch of the Venezuelan EnergyNet, an on-line consulting and advisory service providing economic and political risk analysis with a focus on energy project development. He has since overseen the company's expansion in Mexico (2001) and Colombia (2009).

David publishes and speaks regularly on the Venezuelan energy sector with particular focus on legislation, regulatory and government issues impacting the day-to-day operations of the country’s oil, gas and power industries and scenarios for the build-out of new energy infrastructure.

Previous Work Experience

Prior to founding IPD, David was employed by a Washington, DC based consulting firm advising the U.S. Government and multi-lateral banks on infrastructure investment throughout Latin America.
